Comments: Legislative changes in 2006 clarified that the Kansas statutes impose the legal incidence of Kansas fuel tax on all manufactureres, distributors, and importers, whether domestic or foreign, on their fuel deliveries to retail fuel outlets in Kansas (2006 Senate Bill 544). Manufacturers, distributors and importers must remit fuel tax on all fuel they deliver to retail fuel outlets in Kansas.
